• Decision of the Government of the Russian Federation No. 476 of May 21, 2014 on the Consent to the Assignment of Rights of Claim Cases are defined in which a consent of the Ministry of Finance of Russia is required for assignment to another person rights of claim to the state. This concerns the pledge by Russian banks and Vneshekonombank (beneficiaries) to the Central Bank of the Russian Federation of the rights of claim that arise from the credit agreements under which performance of obligations is secured with state guarantees and banks' rights of claim in respect of relevant state guarantees. Conditions and a list of required documents are provided for the purpose of getting the consent. Provision is made for several types of state guarantees for which a consent is to be sought, for instance in respect of the credits attracted by Rosnano, Almaz-Antei, Lenfilm etc.
