Refines some provisions of the law on insurance contributions to the state extra-budgetary funds. The goal is creation of economic incentives for small businesses.

Since selling alcohol to the underage is prohibited, the seller can demand presentation of the personal identification document.
- Federal Law No. 429-FZ of December 28, 2010 on the Amendments to the Federal Law on Insolvency (Bankruptcy) and on Invalidation of Parts 18, 19 and 21 of Article 4 of the Federal Law on the Amendments to the Federal Law on Insolvency (Bankruptcy)
Adjusts same provisions of the acts on insolvency.

Introduces a differentiated procedure of calculation of the tax on extraction of mineral resources in the cases of production of coal.
- Federal Law No. 422-FZ of December 28, 2010 on the Ratification of the Protocol on the Amendments to the Customs Union Agreement on the Veterinary and Sanitary Measures of December 11, 2009
Ratifies the above protocol.
- Federal Law No. 420-FZ of December 28, 2010 on the Amendments to the Federal Law on Fishing and Preservation of Aquatic Biological Recourses and Individual Legislative Acts of the Russian Federation
The amendments are expected to improve regulation of fishing and preservation of aquatic bioresources.
- Federal Law No. 415-FZ of December 28, 2010 on the Amendments to Article 8 of the Federal Law on the Purchase and Supplies of Agricultural Produce, Raw Materials and Foodstuffs for State Needs, Invalidation of the Decision of the Supreme Soviet of the Russian Federation on the Measures to Improve Payments for Communication Services and Individual Provisions of Legislative Acts of the Russian Federation
The amendments pertain to direct debit procedure.
